On 1st of Jan 1901 Australia became a Federation and "The People" became Sovereign People of the Commonwealth of Australia, it is "The People" who are SOVEREIGN (Not the Parliament)

When Queen Victoria the Second assented to our Constitution Act 1900 (UK) this gave "The People" the POWER to Rule Supreme and who were granted Sovereignty and the POWER to Govern (Not the Parliament)
